EXPANDABLE MODULAR TEMPORARY HOUSING

The following recommendations are variations of products developed as part of FEMA’s Alternative Housing Pilot Program as implemented in Mississippi as the Mississippi Cottage Program. While maintaining many of the basic structural elements of the Mississippi Cottages units, designed to withstand 150 mph winds, the recommended modules are simplified and designed specifically to be expanded for use as permanent housing after the temporary use period.

Addresses FEMA IA challenges:

When rental resources are not sufficient to meet demand for temporary housing

When the time required to repair or rebuild permanent homes will be protracted

When placement of traditional manufactured housing may be unacceptable to the community

Leverages FEMA IA investment in temporary housing to accelerate the development of permanent housing and shorten the temporary housing period

Initial utilitarian design clearly understood to be temporary unless expanded and a pitched roof added

Generates less of a false sense of permanency

Building the modules with

“strong bones” enhances residual value and provides building blocks for future long-term housing

Larger than a FEMA trailer (240 SF) but smaller than the current Park Model (387 SF)

Open plan similar to extended-stay hotel studio suite offers greater flexibility to serve as expansion module for base unit

Standard room dimensions accepts conventional furniture upon conversion to permanent housing

EXPANDABLE MODULAR TEMPORARY HOUSING

Provides opportunity for affordable housing organizations such as Habitat for Humanity affiliates or Public Housing Authorities (PHA’s) to leverage FEMA IA investment by converting temporary housing modules into permanent housing that is indistinguishable from conventional housing

Modular approvals would be predicated on expansion and the addition of a pitched roof within a specified period

Basic flat-roof modules offer potential for great architectural variety at conversion by constructing the permanent roof and porch at a later stage

Pre-engineered designs for additions, roofs and porches can be provided in advance

Taller facades enhance the exterior building proportions and permits more options for porch design
